Hazardous Materials Payment System Modernized: Electronic Fees Only

What Changed

PHMSA issued a final rule that modernizes the payment system for hazardous materials transportation registration fees. Effective September 3, 2026, the rule eliminates the option to pay by paper check and requires all payments to be made electronically through the Department of Transportation e‑Commerce internet site. The change is part of the federal effort to modernize payments to and from America’s bank account under Executive Order 14247. The rule applies to the registration fee described in 49 CFR 107.616.

Who It Affects

The rule applies to any person who is subject to the registration requirements in 49 CFR 107.601. That includes carriers, freight forwarders, and other entities that transport hazardous materials and must file a registration with PHMSA. Those entities who have previously paid the registration fee by paper check must now use the DOT e‑Commerce site to submit payment. The rule takes effect 30 days after publication, giving carriers a short window to adjust their payment procedures.

What Carriers Should Do

Carriers should first verify whether they are required to pay a hazardous materials registration fee under 49 CFR 107.601. If so, they must set up electronic payment capability with the DOT e‑Commerce site. The rule does not specify the payment method, so carriers should determine whether a credit card, ACH, or other bank‑to‑bank transfer is acceptable.
